The Internal Responsibility System (IRS) Audit
The IRS audit consists of a perception survey that is completed
by people at all levels in the organization, from board members
to workers. The surveys measure how well the company's
internal responsibility system is working.
| What is the "internal
responsibility system"? The internal
responsibility system, or IRS, is the network
of people in a workplace, with defined responsibilities
and relationships, working with mutual commitment
to eliminate or control workplace hazards.

In 2002, MASHA helped every underground mining operation
in Ontario complete an audit of its IRS. Many of these companies
are now working on action plans to improve any problem areas
the audit pointed out.
The audit results are maintained in a database that keeps
individual company data absolutely confidential. MASHA recently
released a report that summarizes the audit results for the
whole mining industry in Ontario.

For member companies interested in conducting an IRS audit,
MASHA can:
- Provide training for a company facilitator;
- Provide the correct surveys for the company’s sample
groups;
- Enter data into the IRS database and analyse results;
- Deliver a report detailing the findings;
- Work with the company to develop an action plan to improve
the IRS.
The IRS audit is currently available only to Ontario companies
involved in underground mining. Plans are underway to make
it available to aggregate companies, and to other sectors.
